This is the Germans. When the parade reached the train station, the people playing the various nationalities got on boats and sailed over to the dock for the conclusion of the parade and ceremonies. Everyone was on a different boat. In the distance you can see fireboats spraying colored water. They were having trouble maintaining their position and were drifting all over the place.
